This report seeks to help policy makers, especially in the developing world, to identify, evaluate and apply economic instruments to address a country's environmental problems within its national and local circumstances. It presents an innovative approach by offering tools for a comprehensive assessment of the country context and conditions and by tailoring solutions to the specific country needs. The report also provides practical guidance on identifying when economic instruments may be most appropriate, and on strengthening the support framework needed to introduce them.

This Manual is designed to help policy makers and practitioners—in the developed world and in developing countries—to conduct integrated assessments of the economic, environmental and social impacts of trade policy and trade liberalization. An integrated assessment considers the economic, environmental and social effects of trade measures, the linkages between these effects, and aims to build upon this analysis by identifying ways in which the negative consequences can be avoided or mitigated, and ways in which positive effects can be enhanced.

The Union for Conservation of Nature and Natural Resources works on the relation between the environment and trade and investment. Its members from some 140 countries include 77 States, 114 government agencies, and 800-plus NGOs.

 

IUCN supports efforts to integrate economic perspectives and methods in nature conservation. This includes work on valuing environmental benefits and costs, developing positive economic incentives for nature conservation and investment in biodiversity-friendly business, and removing or reforming so-called “perverse” incentives that result in the loss of biological diversity. Trade and Environment Database (TED)

It is a collection of categorical case studies that began with a focus on solely environmental issues, but did not include the economic consequences of other social policy choices, such as culture, rights, or other issues. TED cases include 28 categories that include both coded and reporting, organized into 6 clusters of information with extensive search and knowledge capabilities. There are around 700 TED cases studies.

A Third World Network Report produced for the UNDP

The Third World Network has recently produced a detailed report on the WTO and the multilateral trading system, which was commissioned by the UN Development Programme, as one of three papers that will input into the UNDP's own trade policy paper (which is under preparation).

The TWN report has 8 parts: an executive summary, six chapters (describing trade policy, evolution of the system, its operations, problems facing developing countries, proposals on specific issues, and proposals for the longer term), and a Postcript on the Doha Ministerial Conference.
